Licensed outside Ontario? Review these licensing and registration requirements before you book travel or register for a clinical course.
The MM Dental Sedation Study Club welcomes licensed dental professionals from across Canada and international jurisdictions. To ensure strict compliance with the Regulated Health Professions Act, 1991 (RHPA), the Dentistry Act, 1991, and the Royal College of Dental Surgeons of Ontario (RCDSO) Standards of Practice, all visiting applicants must review the following licensing and registration requirements before booking travel or registering for clinical courses.
01Performing controlled acts in Ontario (patients & peers)
Under Section 27 of the RHPA, administering a substance by injection or inhalation — including nitrous oxide, oral sedatives, or intravenous agents — is a restricted controlled act. In Ontario, no one may perform a controlled act on another person unless they hold an active, valid Certificate of Registration issued by the RCDSO.
No peer-to-peer exemption. The RCDSO has confirmed that clinical administration on any human subject — including peer-to-peer training where licensed dentists administer to or monitor each other — requires Ontario licensure. There is no legal exemption for peer-to-peer educational administration.
Liability & malpractice. Dental malpractice policies are strictly provincial/territorial. An active RCDSO certificate provides legal authorization under Ontario law and ensures full coverage under Ontario’s Professional Liability Program (PLP) for the clinical session.
02Licensure requirements by course component
Tier A: Didactic & simulation onlyAll out-of-province & international dentists
No Ontario licence required You must hold an active licence in good standing in your home province or country. Covers all lectures, case analyses, written examinations, and manikin simulation stations.
RCDSO registration mandatory You must hold valid Ontario registration (Short Duration Certificate or General Certificate, as applicable) before administering nitrous oxide or oral sedatives to colleagues.
Tier C: Live patient clinical administrationOut-of-province & international dentists
RCDSO registration & PLP coverage mandatory Any participant administering drugs to patients in an inspected Ontario facility must hold an active RCDSO certificate before entering the operatory.
03Application timelines & deadlines
The RCDSO reviews registration applications strictly in the order they are received. Last-minute registrations cannot be accommodated.
15-day initial review. Paying the application fee starts the College’s regulated 15-day timeline for first review of your file.
2 to 8 weeks total processing. Third-party documentation, such as Certificates of Standing from home provincial boards or international licensing authorities, typically takes 2 to 8 weeks in total.
Manager review & final issuance. Final approval goes through a second-stage review with the Registration Manager (3 to 5 business days). Final registration fees are then paid in the portal to generate your Member ID/licence number.
Registration cutoff. All out-of-province and foreign applicants enrolling in clinical courses must start their RCDSO application at least 6 to 8 weeks before the course date.
Important travel advisory
Do not purchase non-refundable airline tickets or hotel bookings until the RCDSO has officially issued your registration approval and Member ID number. The Study Club cannot grant exemptions or permit unlicensed clinical administration under any circumstances.
04Registration steps for visiting candidates
Get your course acceptance letterRegister for your course session with the MM Dental Sedation Study Club and request an official Letter of Acceptance / Course Enrollment Verification.
Request a Certificate of StandingAsk your home regulatory body (e.g., NLDB, CADA, CDSBC, BCDA, or foreign authority) to send an official Certificate of Standing directly to registration@rcdso.org.
Send us your licence confirmationOnce the RCDSO approves your application and final fees are paid, forward your confirmation email and Member ID to the Study Club director at least 7 days before the course starts.
Short Duration Certificate: because this course is sponsored by an RCDSO-accredited provider, most Canadian out-of-province dentists can apply for a Short Duration Certificate — a streamlined Certificate of Registration for dentists attending a course of 14 days or less. This route requires a written undertaking from an RCDSO-registered dentist; as Course Director, Dr. Jasdev Bhalla holds a specialty certificate with RCDSO and will provide that undertaking on your behalf.
05Sedation authorization in your home jurisdiction
Completing an RCDSO-compliant course awards continuing education hours and documents your didactic and clinical competency. It does not automatically give you sedation authorization in other provinces or countries.
You remain solely responsible for submitting your certificates, didactic hours, and clinical logs to your home licensing authority (e.g., Newfoundland and Labrador Dental Board, College of Dental Surgeons of BC), and for making sure your home clinic meets local sedation facility permit standards.
